長榮貨輪「長賜號」在埃及蘇彝士運河擱淺 Container vessel “Ever Given” grounded in the Suez Canal

長榮貨輪「長賜號」在埃及蘇彝士運河擱淺,堵塞整條河道,導致南北向交通全線癱瘓。蘇彝士運河作為連接歐洲及亞洲的重要航道,不少貨輪都會經此運河來往歐亞,據統計全球約12%的貿易量都來自此航道。

「長賜號」Ever Given於2018年建造,長400米,寬59米,超過二十萬噸,是一艘超巨型貨船(Ultra Large Container Vessel)。它由中國出發,計劃前往荷蘭的鹿特丹,途中曾停泊馬來西亞,但在3月23日途經蘇彝士運河時擱淺,船身打橫並將整條運河攔住。

事件震驚了整個航運界,至今已有超過二百艘貨船分別在運河北面的塞德港及運河南面紅海的錨區等候通航。運河堵塞事件加上疫情之下對航運的需求,所造成的損失難以估計,船東可能要面對數以百萬美元的索償。航運界普遍對運河能在短期開通表示不樂觀,更有船公司表示已安排部分船隻改變航線繞道到非洲的好望角,避免使用擠擁的蘇彝士運河。如船隻繞過非洲的好望角,需要額外兩星期的航行時間。

長榮海運及管理公司Bernhard Schulte Shipmanagement (BSM)表示船隻遭遇突然的強風以致失控擱淺,而該船船員都安全,沒有收到傷亡報告。

運河堵塞後當局派出挖泥船及重型挖掘機加緊挖掘,希望挖出貨船周圍的沙泥,並嘗試用拖船將貨船拉離岸邊。貨船則卸下燃油及排出壓艙水,減輕重量使船隻浮起。如情況未有改善有可能需要卸下船上貨櫃及等待運河漲潮時才可將貨船救出。

現今貨船越來越大,航道就相對地就變得淺水及狹窄。這次事件揭露出有需要挖深、擴闊航道及增加港口的配套以應付越來越大的貨船,否則未來可能會繼續出現類似情況。而船員航行值班時更要集中精神,確保航行安全以及應付突發事件。

海事訓練學院導師到訪”M.V. BELAWAN” Instructor of The Maritime Services Training Institute visited “M.V. BELAWAN”

2021年3月21日上午,海事訓練學院導師黃秋明先生與本中心義工抵達葵涌3號貨櫃碼頭,登上M.V. BELAWAN探望該船船員以及了解香港海員陳建東船上的近況。

中心義工團隊及導師與船長及輪機長作短暫交流,隨後陳建東邀請導師參觀船上的駕駛台,並且向導師介紹此船駕駛台的設備。

他表示很榮幸海事訓練學院的導師上船參觀,及很高興可以向導師分享其船上工作及生活等趣事。

導師則表示期望學生能將在學校所學的知識學以致用,並且鼓勵學生堅持下去繼續努力工作。他亦表示現時貨船的設備先進,船上生活環境比舊時為好,希望能將此行所見的與其他航海學生分享,好讓他們對船上的工作及生活方式有所了解。

 

On 21st March, 2021, Mr. Benny WONG, instructor of Maritime Service Training Institute, was invited to participate a ship visit together with HKISSCs’ volunteers. They arrived at Terminal 3 of Kwai Chung Container Terminal and boarded on M.V. BELAWAN in the morning.

Mr. Benny WONG and HKISSCs’ volunteers, had a good exchange with Captain and Chief Engineer of M.V. BELAWAN about the working conditions and situations of seafarers. In this exchange, Cadet Chan Kin Tung invited instructor to visit the wheelhouse and had a brief introduction about the equipment.

He said that it was his pleasure and a good chance to meet his past instructor from the Maritime Service Training Institute onboard and he was happy to share his work and life onboard the ship with instructor.

Benny expressed that it was good to see his students to apply what they have learnt at school and he encouraged students to work hard. He also said that the equipment onboard were much advanced nowadays and the living environment onboard had improved a lot. He hoped that he can share what he had seen here with other students who were studying in maritime studies so that they can have a better understanding of the job nature and living onboard the ship.

 

國際婦女節 2021 International Women’s Day 2021

國際海事組織一直致力使海事行業向前發展,其中之一就是提升女性於社區的代表性及地位。通過” Women in Maritime”計劃,國際海事組織採取策略方針以增強女性於海事方面的貢獻,成為海事行業重要的持份者。

為了慶祝2021年3月8日星期一的國際婦女節,IMO正在開展了網上活動#MyMaritimeMentor。

全球海事界以及女士都可參加,於社交媒體上使用#MyMaritimeMentor標籤#Twitter,LinkedIn和Instagram分享她們的導師和這張卡的照片。參與者還可以使用Facebook分享他們的照片,故事或對導師的致敬。

國際海事組織秘書長Kitack Lim表示:“對於海員來說,導師是作為人生職業生涯的海上明燈,指導著海員。”

這項活動提供了機會給大家去認識及表揚一些啟發他們的導師以及他們的工作以及呼應2021年聯合國婦女組織的主題 “女性的領導才能︰在COVID-19世界中達致平等的未來”。

國際海事組織堅決致力於幫助其成員國實現《聯合國2030年可持續發展議程》和17個可持續發展目標,特別是實現性別平等並賦予女性權力及提供可持續發展的就業機會。

2019年,國際海事組織大會通過了關於保留2019年世界海事主題以及實現女性在海事行業中無障礙工作環境的決議A.1147(31),敦促未來幾年採取行動,​​促進海事行業中性別平等,並創造一個平等,多元化,少偏見的工作環境。

身處海事行業的女性 – IMO的性別平等計劃

如今,在全球120萬名海員中,女海員僅佔2%,而當中94%都是在郵輪業中服務。在這個一直以來都是由男性主導的行業中,IMO一直致力幫助行業向前發展及提升女性於21世紀中的地位。

在海事行業發展過程的框架內,IMO通過 “Women in Maritime” 計劃,以 “培訓,視野及認知”為口號,採取策略方針以提高女性於海事方面的貢獻,成為業內的持份者。IMO致力提供岸上及海上的就業機會,繼續支持女性於海事行業發展。

IMO的性別平等計劃始於1988年。當時,只有少數海事培訓機構向女學生招生。自那時開始,IMO建立了體制框架,透過性別平等計劃,將性別問題納入IMO的政策和程序中,使女性更容易獲得海事培訓和就業機會。


IMO has been making a concerted effort to help the maritime industry move forward and support women to achieve a representation within the community. Through its Women in Maritime programme, IMO has taken a strategic approach towards enhancing the contribution of women as key maritime stakeholders.

To continue with this work and to celebrate International Women’s Day on Monday, 8 March 2021, IMO is launching the online campaign #MyMaritimeMentor.

Women and the global maritime community are invited to participate by sharing a photo of their mentor and this card, using the hashtag #MyMaritimeMentor on social media: Twitter, LinkedIn and Instagram. Participants can also use Facebook to share their photos, stories or tributes to their mentors.

“Mentors are invaluable navigational aids for individuals along their career path,” IMO Secretary-General Kitack Lim said.

This campaign will provide the opportunity for individuals to recognize the work of an inspiring mentor in the maritime industry. This reflects the 2021 UN-Women theme: “Women in leadership: Achieving an equal future in a COVID-19 world”.

IMO is strongly committed to helping its Member States achieve the UN 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs), in particular,  Goal 5 “Achieve gender equality and empower all women and girls” and Goal 8, decent work for all.

In 2019, the IMO Assembly adopted Resolution A.1147(31) on Preserving the legacy of the World Maritime theme for 2019 and Achieving a Barrier-Free Working Environment for Women in the Maritime Sectorwhich urges firm action in coming years to advance gender equality throughout the maritime sector and help create an enabling work environment that embraces equality, diversity and reduces bias.

Women in Maritime – IMO’s gender programme

Today, women represent only two percent of the world’s 1.2 million seafarers and 94 percent of female seafarers are working in the cruise industry. Within this historically male dominated industry, IMO has been making a concerted effort to help the industry move forward and support women to achieve a representation that is in keeping with twenty-first century expectations.

Within the framework of maritime development, and through its Women in Maritime programme, under the slogan: “Training-Visibility-Recognition”, IMO has taken a strategic approach towards enhancing the contribution of women as key maritime stakeholders. IMO continues to support the participation of women in both shore-based and sea-going posts.

IMO’s gender programme was initiated in 1988. At that time, only a few maritime training institutes opened their doors to female students. Since then, IMO’s gender and capacity-building programme has helped put in place an institutional framework to incorporate a gender dimension into IMO’s policies and procedures. This has supported access to maritime training and employment opportunities for women in the maritime sector.

疫情期間為”TS Yokohama”船員代購食物及電話卡 Purchase food and SIM cards for “TS Yokohama” crews under epidemic

TS Yokohama於3月12日下午停泊香港葵涌8號貨櫃碼頭,期間本中心收到此船的船員委託,為他們代購食物及電話卡。

中心義工於傍晚到達船旁,TS Yokohama船員熱烈歡迎中心義工並邀請義工上船參觀。船員表示疫情之下船員都未能安排上岸,甚至有數個船員由上船開始至今超過半年都未曾踏足陸地。他們表示公司現已要求所有新上船船員上船前都必須接種疫苗,寄望可於不久將來安排已注射疫苗的船員上岸,以解開他們鬱悶的情緒。船員亦表示疫情之下中心能為他們提供代購服務非常難得。

其他船員到港後如有需要可向本中心查詢,中心會盡量安排義工送上有關代購物品。

TS Yokohama berthed at Berth8 of Kwai Chung Container Terminal on 12th March 2021 afternoon. HKISSC received the request from the ship’s crew to buy food and sim cards for them.

Crews from TS Yokohama welcomed our volunteers warmly and invited them to go onboard the ship when our volunteers arrived at the ship in the evening. Crew said they could not take shore leave during the epidemic and some of crew members have not set foot on land for more than half a year since they went onboard the vessel. They said that the company has now required all new join crew members to be vaccinated before boarding any vessel and they hope that crews who have been vaccinated are allowed go ashore soon, so as to relieve their stress. They also said it is very rare to see an organization can provide them purchasing services during the epidemic.

疫情之下香港海員換班 Crew change under epidemic in Hong Kong

疫情之下全球海員換班都變得相當困難,香港的海員亦遇到同樣問題。

香港海員陳建東受疫情影響,自去年年初開始休假後一直未能再上船繼續工作,近日透過工會的幫助下,在3月6日於香港葵涌貨櫃碼頭登上MV Belawan繼續其航海實習生生活。

It is quite difficult for the seafarers to sign on/off all over the world since the COVID-19 outbreak, as well as the Hong Kong’s seafarers.

Due to the epidemic, Hong Kong seafarer Chan Kin Tung has been unable to continue his cadetship after he took vacation at the beginning of last year. With the help of AUS-HK, he finally can go onboard MV Belawan at the Hong Kong Kwai Chung Container Terminal and continue to work as a deck cadet on 6th March.
